The NBI has clearance centers in almost every province, plus satellite offices inside malls like Robinsons and SM. The main office is on U.N. Avenue in Manila. Most district and regional offices are open Monday to Friday, roughly 7 or 8 in the morning until 5 in the afternoon. Mall based offices usually open later and close later, often 9 or 10 in the morning until 6 or 7 at night.

Popular Mall Satellite Offices Worth Knowing
A few mall based branches come up often enough in real applicant experiences that they deserve a special mention.
This location has been mentioned more than once by applicants as an easy, walk-in-friendly option with shorter lines than the main U.N. Avenue office. If you are in the Metro Manila area and want to avoid the busiest branch, this is worth considering.
A newer NBI satellite office, opening at 9:00 AM, added specifically to cut down on long queues at older branches.
Walk-ins are welcome here, Monday to Friday, 8:00 AM to 5:00 PM.
NBI has launched a clearance center even in Batanes, one of the most remote provinces in the country, which shows how far the branch network has expanded.
Branches Can Temporarily Close. Here Is Proof.
This is not a hypothetical warning. NBI’s own official channels have posted public advisories about real, temporary closures. One example affected centers across the entire province of Bataan for a day due to technical difficulties.
This is exactly why we recommend checking the official NBI Facebook page or the portal itself before a long trip, especially if you are traveling from another town or province just for your appointment.
What Time Should You Actually Go?
Two separate applicants, describing two different branches, both reported the same pattern independently. One report about the U.N. Avenue branch said going in the afternoon, close to closing time, was noticeably faster than going early. A separate report about Shaw Center Mall in Mandaluyong suggested booking the earliest available date, paying right away, then showing up after lunch specifically because there were fewer people.
We cannot promise this holds true at every branch on every day. But when two unrelated people, at two different locations, both point toward early afternoon rather than early morning, it is worth trying if your schedule allows it.
Watch Out for Fake Booking Sites and Fixer Pages
While searching for a nearby branch, you may come across pages and Facebook groups that are not run by the NBI at all.
Some groups openly advertise things like non-appearance processing or promise to handle your apostille without you showing up. Legitimate NBI clearance requires your actual presence for biometrics, so any offer that skips this step should be treated as a red flag.
You may also see booking websites with names very close to the real one, but not quite matching. The only official portal is clearance.nbi.gov.ph. If a site’s address looks slightly different, even by one word or one extra hyphen, do not enter any personal information there.
